PEAR installer script does not work in windows

I suppose there is pobably another windows based pear installer script, but
I could not find mention of it in the Pear docs. when running pear, I get
the following error:
D:\framework\pear\binaries>pear
<br />
<b>Fatal error</b>: Call to undefined function: getoptions() in
<b>c:\php\pear
\scripts\pear.in</b> on line <b>35</b><br />
I can of course run the script fine in cygwin.
Is there a windows like pear installer script?
