help with upgrading pear packages via shared hosting

I've installed PEAR using the go-pear.php web-installer. Now I want to add packages--is there a
web-installer for that a well? I tried just adding the files myself via FTP but evidentally the
installer locks the directory so that I can't upload new files into that install directory.
I'm trying to install the Date package.
