Fatal error: Call to undefined function: getoptions()

(Note: I posted this message several days ago to the newsgroup, but it
never showed up, at least on my system. Please forgive me if this is a
duplicate for you.)
I've just installed the latest version of PHP on my Windows 2000 system,
along with PEAR. I used the instructions:
php-cli -r 'readfile("http://pear.php.net/go-pear");' > go-pear
php-cli go-pear
to download and install. When I try to run pear from a command prompt I get
the following error:
Fatal error: Call to undefined function: getoptions() in
J:\PHP\pear\scripts\pear.in on line 35
I've looked this error up using Google and searching the Mailing List
ARChives at AIMS. I've found mention of the error, but no mention of the
resolution.
The line in question in pear.in is:
$cmd_options = PEAR_Command::getOptions();
Earlier in the file there's the line:
require_once 'Console/Getopt.php';
Getopt.php does indeed reside at J:\PHP\pear\Console
Does anyone know how to get past this error? I'm new to both PHP and PEAR,
so forgive me if this is something obvious.
