Upgrade first to the PEAR 1.3.3 package. Place a dash and then the desired package version after the name of the package, like so:
root#> pear upgrade PEAR-1.3.3
Then you can proceed with the natural upgrade using the normal command:
root#> pear upgrade PEAR
