Yes, a pear install/upgrade is a complicated process as it takes care of the dependencies for you. Yes, it's a human made process, so you can theoritically reproduce it. Yes, you need to have skills for it. No, there's ways enough to use PEAR on some hosted, even bad hosted server. I just can say, don't try it. Even devs here don't. Or only for motivated experiment/tests or advanced devellopments, never in production. That said, there's no magie in it, only bytes.
