Crypt_CBC and rewrite rules

hi there, im having an issue with urls generated with Crypt_CBC and using it within a rewrite rule. Somehow the server is splitting up the urlencoded url and nothing is working. here is the rule RewriteRule ^feeds/(.*)$ refer.php?$1 [L] and the url is loaded like /feeds/RandomIV%ED%96%AFj%11a%01%AB%E0%EF%14%B8j%A4%A6%1CF%B4%D3%A9zN%EA%89%7B%E9%BE%1C%F6%7D8%0C_%ADG%C5%80K%E3%2Bl%08%F4%D3%14%DE%80%12%82%CA%1D%0C%2ChXl%CD%7C%DD%D4S%7FT%1AZE%15%E3%8AL7%B2%F4%F7%07g%7E%095%7D%13%27%2F%C8%F1%27%B8%DEQ%FB%EC%C1%E32%CF%DF any ideas why it would be doing this ?
