There are a couple of different approaches for this. One is using the bundled dhmlHistory code in HTML_AJAX. The other is too add a custom onload handler that resets drop 2.
If you want some help on it, ask on the HTML_AJAX mailling list, I think im the only HA dev who reads the PEAR list and i'm going to be unavailable most of the weekend.

Hi, just wondering if somebody could give me some hit on how can HTML_AJAX remember the values entered in a drop menu after pressing back button in the browser (see my last message below for further details). Thanks in advance, Octavi. Everything done with HTML_AJAX and javascript. My question now is about what happens when the form is submitted and I press 'Back': how can I make drop2 to recall the selected value? There's no problem with drop1 and input2, but drop2 although it really appears, it is still blank. Any suggestions to do this?
