phpDocumentor's -pp option not working

I can't get -pp to work with @private. Here's my source file:

/**
* Test
*
* Description
*
* Using this class can be very helpful for several reasons. etc. etc.
*
* @category A
* @package B
*
*/
/**
* Testing, 1, 2, 3.
*
* @access private
* @return string
*/
function test()
{
return 'test';
}
?>
The command I'm using is as follows:
c:\path\to\phpdoc -o HTML:frames:earthli -f test.php -t test -pp
Also, if I change @access private to @access public, it works just fine.
Any ideas?
