Page-level DocBlock precedes ..., use another DocBlock to document...

Say I have a file - test.php - with the following contents:

* Description
*
* Using this class can be very helpful for several reasons. etc. etc.
*
* @category A
* @package B
*
*/
/**#@+
* Constants
*/
define('A',0);
define('B',0);
/**#@-*/
?>
When I try to run phpDocumentor on it, I get the following warning:
WARNING in test.php on line 16: Page-level DocBlock precedes "define A", use
another DocBlock to document the source element
I don't know what this means. How could I rewrite the above to make it not
give the warning?
