You would probably get more help on this on the PHP General list, but
here is my 2c...
Not using a proprietary operating system, and googling for less than 2
minutes, it looks as though it would be easy enough to:
1. Wrap the WMI services as SOAP services using PHP
OR
2. Consume the WMI services directly using exec() and friends...
