Pear Installation questions

I am currently trying to install Pear on my local WAMP setup. When I try go-pear.php from my web browser the configuration gets stuck on 70%. I believe this is because the folder I am installing to is not writable, however I couldn't find a good solution to make i that way. I also tried running the .bat file out of my PHP 5 installation and got an exceeding 60 seconds error message. Either way I would love to get pear installed on my local setup and I'm having all kinds of difficulties. Any help would be greatly appreciated.
