deprecation prior to stable alternative?

While installing HTML_QuickForm, the process told me it was deprecated in
favor of HTML_QuickForm2.
So I tried to install that, and found that the latest version, 0.2.0, is
"stability alpha". Probably a dumb question, but why is an old version
"deprecated" before there is a stable alternative?
