Issues with PEAR

I am running wampserver on my windows vista pc. I have a problem with using PEAR mail package . I
keep getting the error that "require_once(PEAR.php) failed". I followed instructions on
PEAR manual that says I should change the php.ini file but to no avail. I tried to find PEAR.php on
my system but could not find it. What do I do?
Is PEAR not supposed to have been installed when I installed wampserver? if not, how do I install
it? I downloaded the PEAR package but could not find the any installation package in the download.
I tried running the go-pear.bat but got the message that c:\wamp\bin\php\php5.3.0\PEAR\go-pear.phar
does not have a signature. What could be the issue... Thanks for your time
