Looks like a little buglet that results in PEAR_CONFIG_SYSCONFDIR not
being defined if the PHP_SYSCONFDIR directory does not exist on your
machine. Could you please verify this:
php -r 'var_dump(PHP_SYSCONFDIR, file_exists(PHP_SYSCONFDIR));'
