A call to DB::connect(--) Never Returns

I have PHP 4.2.3 and was trying recipe 10.2 from the "PHP Developer's
Cookbok". In the example a call is made like this:
print "Before call";
$dbh = DB::connect('testDB://scott:tiger@localhost/SITE_SESSIONS, true);
print "After call";
if (!$dbh) {
die(sprintf('Error [%d]: %s', $dbh->getCode, $dbh->getMessage()));
}
Only the "Before call" comes back leading me to believe DB:connect(--)
somehow just got lost.
I did have to change the name of PEAR.php.in to PEAR.php before I could even
get to first base if that makes a difference.
