There was a problem with pear in php 4.3, you will have to install it manually, it works ok with windows.
go to http://go-pear.org/
download and save the php script that will appear. you can run it from command line with
php go-pear.php
where go-pear.php is the file you saved.
and loffow the instructions, if you get a php error, you might want to change a bit the header since some browsers put garbage there, if you know php you'll have no problems just delete the initial comments.
