I had some trouble with that myself. You have to use the php Command
Line Interface (CLI) which is located in the 'cli' directory of your php
install. Use Windows Command Prompt, cd to your php install directory
and type:
cli\php -n -r "include 'http://go-pear.org';"
The script should then run. I had a few problems getting it to work.

I've search over the PEAR website but little discribe about how to
install PEAR on window, the command line given
