QuickForms - a bug or just me?

I have a page that displays three forms on it, all built with HTML_QuickForms.
Each form has a hidden element called fuseaction.
The page that has these forms is access through a GET that passes ?fuseaction=Personnel.PersonnelAdmin
Well... one of the forms is setting the value of it's hidden field named fuseaction to Personnel.PersonnelAdmin even though I have it coded like this:
$form_get_p->addElement('hidden', 'fuseaction2', 'Personnel.WORKDAMNIT');
AND none of the other forms on this page have the same name or anything and each were created with a unique name for the form object.
Any thoughts? At first it seemed that setting this forms method to GET fixed the problem, but I must have imagined that since it doesn't work that way now.
This is the second time I have seen this behavior - I just made a form by hand last time and moved on.
