Don't quote me on this, because I havn't tried it, but can you download
the go-pear script from a connected box, and then FTP it over to your
BSD box, although without an internet connection the package manager is
gonna be more hassle than it's worth IMHO, you may be better off just
copying the files into your include_path manually.
