apd 0.4p2 upgrade strange

Hi,
doing an "pear upgrade-all" always tells me that there is an upgrade for
apd. It gets downloaded. Then it says that upgrading is impossible since
version is not greater than previous one. Understandable, since it had
been upgraded before with exactly the same version. so they are equal. but
though I get this every time:

So what's going wrong here? Wrong package.xml?
