I also experience the same problem in my dev. env. It is always using
c:\php4 although I changed the path to another location. I think there is
bug.. So to solve it I copy my php directory to c:\php4 .. So it worked
smoothly..
Also I prefer you to look at pear.conf in c:\php4\pear\pear.conf
