IIRC this stuff was essentially for the following feature:
Every Admin may have any of the following special levels:
* Areaadmin (Has all rights in a given Area that a admin may have)
* Superadmin (Has all rights that a admin may have, except
administrating Masteradmins)
* Masteradmin (Has all rights that a admin may have)
so the naming resulted from "areaadmins" and what their areas are.
So if you want an admin to be in total control over the news module you
would make an entry in that table.
I am not totally happy with how this feature is implemented. It would
probably be nice to make this feature also available to users. Here we
could use the "scopes" which currently only help in creating dynamic
interfaces in the admintool.
