If your PEAR is setting up correct, you will find the docs under:
X:\path_to_pear\docs\HTML_Quickform\docs
as Marco says and and not under
X:\path_to_pear\HTML\QuickForm
Use http://go-pear.org/ to get a correct installation.
You can find the QuickForm Samples also in CVS:
http://cvs.php.net/cvs.php/pear/HTML_QuickForm/docs
