PEAR stopped working after I installed ... using PEAR CLI

Hello,
I was trying to install phpDocumentor and I was not able to install
it. So, I thought I would install PEAR from PEAR CLI. It said I needed
Console/Getopt and Archive_Tar for that. So I installed Getopt and
PEAR stopped working. Whenever I type pear install <package> it gives
a help message.
I have been trying to make it work for quite a while. I cold-booted my
system, got another copy of Getopt.php, etc... but was not able to
make it work.
PS: I am using redhat 8.0, Apache2
