Was moved time ago to the "pear" module: cvs.php.net/pear/PHPDoc/
As Joshua pointed, the main effors to the PHPDoc stuff will be done in
the C extension and the transformations of the resultant xml. Read the
thread started in pear-dev with the subject: PHPDoc Development Status
for more info.
