- Does it work on Windows if you don´t use ImageMagick, but, for example, GD? GD make the same problems.

- Is the user account your webserver is running under allowed to execute shell commands? Is it allowed to do that in the directory where ImageMagick is installed? I have ImageMagick run over my personal scripts and all is perfect.
