pear.bat does not work

I edited my pear.bat file according to the instructions in the comments.
it now looks like this
set PHP_BIN=c:\php\php.exe
set BIN_DIR=c:\php
set PEAR_PATH=c:\php\pear
%PHP_BIN% -C -d output_buffering=1 -d include_path=%PEAR_PATH% -f %BIN_DIR%\pear -- %1 %2 %3 %4 %5 %6 %7 %8 %9
when I run it, nothing happens. Nothing is printed to consile and the cursor does not come back until I ctrl-C it.
when I turn echoing back on, this is the initial output.
C:\php>c:\php\php.exe -C -d output_buffering=1 -d include_path=c:\php\pear -f c:\php\pear.php -- package package.xml
I'm trying to download HTTP package since go-pear didn't get it. I logged into the CVS and the readme file told me to
pear package package.xml
so I copied the package.xml file into my c:\php directory and ran the command exactly as specified.
any ideas?
