PEAR Package Manager on OS X Server

I have PEAR installed on OS X Server (v10.2) and am having trouble using 'pear install <package>'.
Whenever I try to install a new package, I get the following error (using Auth as an example):
Auth: could not open the package file: Auth
Any ideas?
