gettext usage

hello,
i'm using a simple tag parsing system and i
create a tag like {translate text='text_to_translate'}
when i parse the template file, a callback function
do :
eval('$txt = _("'.$txt.'");');
to translate the 'text' attribut from the tag.
the problem is that gettext need a .mo file in order to translate
strings.
do you see how could i do this ?
