I'm currently working on such a project!
Domains are already registered ;-)
It uses Smarty, MDB and some others but I'm
not really sure whether to release/propose it
in PEAR. I've not thought about it yet.
But I could imagine ;-)
It is completely programmed by using the PEAR CS
and I'll start learning phpDocumentor soon...
It is planned to have the first release including docs,
examples and maybe 2 or 3 little applications in December
and a preview maybe in October.
It is/will be event-driven and there will be many
nice things making life easier - for example a
"configuration center" using XML files to build
configuration dialogs and save configs in a shared
dir in "ini files" preserving comments.
Similar to Java there will also be a "component model"
and a manager to make them easily working together.
And many more...
