PEAR Install/Website Probs?

I was having some weird errors on my new Gentoo box when trying to
install/upgrade PEAR packages:

So I tried reinstalling, but got some weirdness there too:

Can anyone help me figure out what's going wrong here? Is it something
on my end or some prob with the website?
