Currently via the mailinglists or by mailing the devs directly. This
is the "official way". pear-dev-mailinglist is your friend for for
enhancement-proposals. But this way should mainly be used if you have
a technical background.

Planned - in the works. There are several enhancements for the page
of each package. Stay tuned.

Hmm - not in the works. But not really needed, right? bugs.php.net is
fine - you can mark the bugs as "PEAR related". This way you'll draw
our attention to your findings - and be sure they will be taken care
after.

This is in the hands of each package maintainer. But it would be
surely a good idea that if you volunteer to add documentation and
examples to
a) mail the maintainer of the package about your proposals and
sending him the examples to incorporate in his next release
b) have a look at the pear-doc-mailinglist if you want to participate
in writing docs.
Best wishes
