The containers don't seem to be consistent on this case.
With atleast with File container you can't add an user if
it allready exists.
On the other hand with DB container you can add a user
multiple times with different password, but authentication
to such user allways fail.
I recently had a need for such scenario where one user
id (an email address as username) needed to have multiple
different passwords. I ended up using locally modified
version of Auth_Container_DB for this particular project.
