Even though you may not have that much in- depth-knowledge of PHP (I don't know) I guess it might be possible to take a look at the existing drivers and modify them to fit in the informix-specific parts. Give it a try. For sure, an informix-driver would very much be appreciated. If you volunteer to write such a driver and need help I'd suggest to move the discussion on to the pear-dev-mailinglist.
