This is by design. exportValues() is mainly intended to return the values that will be stored somewhere (e.g. QFC stores them in session). File data is useless outside of the context of current request, thus it is not returned. You can use getElementValue() or getSubmitValue() methods of HTML_QuickForm to get this data. I'll probably address this in docs, too.
