Problems with TZ TimeZone.php

Greetings,
I've just added phpWebSite to my NetWare 6.5 server...including the PEAR
libs that came with it. I just noticed in my PHP error log a ton of entries
like this. I went into that file and looked at those lines and am not sure
what the problem is. Can anyone point me in the right direction for this?
Can I hardcode the TZ variable so this error does not show up anymore?
