Validate class URL bug

Hi, I'm running the PEAR Validate::url() method over a url, https://dev.pma.com/News/article.php?news_id=24 Its being reported as invalid (returns false). I have the optional $domain_check enforced as false too. Just wanted ot check before submitting it as a bug...
