OK, maybe I underestimated this a little bit. Sorry, guys. I generally think that all php4 compatible packages should not get a new error handling system in PEAR as this will lead to too many incompatibilities. However as we move towards php5 we of course need a new error class. But this should be limited to php5 only classes. Anyways I think stuff like this currently gets lost in the fray a bit because not everyone has time and brain cycles left at the point stuff like this gets posted. Remember that decisions of stuff like this have very far reaching consequences and as such require a lot of thought and experience. So the solution I am counting on is the creation of a PEAR wiki, which we are very active in setting up and testing atm. However we are aiming to have another PEAR meeting at FOSDEM next year. So the target should be to have a set of pretty finalized RFC's to discuss/vote on ready for FOSDEM.
