It is totally impossible to bundle the whole PEAR code with PHP.
The plans are to bundle the PEAR foundation classes with the PHP

project. What the PEAR foundation classes are, has not been
decided yet. Pleas read http://pear.php.net/manual/en/introduction.php
to get some additional information.
