Windows formatted scripts

Hi all, I've a simple question: why does some PEAR packages, for example
Archive_TAR, PEAR_PackgeFileManager, XML_Parser, XML_Util and probably others
have Windows formatted scripts (endline CRLF) while the PEAR Manual
explicitly requires Unix formatted scripts (endline LF)?
