As a start, why don't you take a peek at
http://pear.php.net/bugs/search.php?cmd=display&package_name[]=HTML_Template_IT&status=OpenFeedback&bug_type=Bugs
and provide a patch or two; alternatively, write some more unit test
coverage for the package.
Flick us another email here and we'll take a look; then make a
descision on maintainership then, as well as apply the patches :)
