While upgrading four plugins yesterday, they downloaded, and on the installation step, the the first of them (the GitHub API Plugin) hung the system and never installed. A restart didn't fix it. So I deleted the github-api plugin dir and restarted Jenkins. On the other hand, it provides the illusion that those packages are tested and working under the given version of PHP. Whatever.
