Bug description: pepr-vote-show.php doesn't display '0' votes

The pepr-vote-show.php page displays an empty table cell if the developer
has voted '0' on a proposal.
I guess there's an !empty() call somewhere in the code that should be
changed to isset(), but that's just a guess.
