Bug description: PATCH: use <ul> for main sidebar navigation
Description:
------------
The main sidebar navigation uses <br>'s to separate the items. They're
really a <ul>.
This patch makes it so.

This change makes long entries line up with their bullets and reduces the
size of the HTML by having the bullet images specified in the style
sheet.
