upgrade Pager package

Hi Folks:
It seems that the Pager pacakge that's found on the pearweb server is out
of date. I discovered this while XHTML validating package-search.php.
It was outputting & in links rather than &. That bug had already been
fixed in Pager.
Can someone please update this package? Guess it'd be good to update all
of the packages.
