General processing of PEARWeb chages

Hi all! I noticed that some people (I admit, that I fell into this behavior these days, too) started to commit changes to PEARWeb without asking for opinions before. I think that's not the right way. For design and functionality changes I'd propose to first let this list review the changes and commit if everything is accepted. Agreed? For that reason (again) a staging environment would be nice. Is there still any intend on setting this up?
