The completion is performed by a cron job. The proposal finished email arrived in my box at "20 Aug 2004 08:00:04 -0000." So, it looks like the cron job only runs once, or a few times, a day. When I put in the voting ends time, I assumed it ran more frequently than that. Martin, can you tell us when it runs, please? I'll update the text accordingly.
