Bug description: incorrect messages after call for votes
Description:
------------
After checking the checkbox "call for vote" and pressing edit I got the
following messages:
1)
WARNING:
* This proposal has reached the "Called for Votes" phase. Are you SURE
you want to edit it?
2)
The package has been called for votes on pear-dev. No further changes are
allowed. Your changes were recorded and necesary emails were sent.
for 1) this warning obviously doesnt make sense if I just called for
vote.
for 2) there is a typo .. necessary is spelled with two "s"
