Bug description: bug comments are sent in emails but not added to database

I've received comments for bugs #2815 and #2785 via email, but these
comments are not present in the database when one tries to view the bugs.
Another thing to note is that the status of #2815 was correctly updated to
"Open" when that "missing" comment was submitted.
