Bug description: add dropdown to select package version inside a bug report

it would be nice to have a dropdown for the package version to go along
with the drop down for the php version. if a dropdown is too hard to add
(afaik the php version drop down is hand managed and not dynamically
generated) then an input field would suffice for now.
